On January 31, 2019 we here at The Trump Phenomenon are celebrating the revelation from the Congressional Research Service that President Trump has ALL the authority AND funding he needs RIGHT NOW to build the wall. Specifically Sections 284 and 2803 of U.S. Code Title 10. Both give our President power without any prior approval from the House or Senate. Sections 284 and 2803 ARE that prior consent, embodied in the legislation. All that is required is a determination that “the project is vital to the national security or to the protection of health, safety, or the quality of the environment (Section 2803).” Bingo! Game, set, match! Section 284 makes it even better by giving added justification for wall building by the President to “provide support for the counterdrug activities or activities to counter transnational crime, including the construction of roads and fences (Section 284).” Bingo again! I betting a dollar to a doughnut that this will be President Trump’s path when he rejects the bogus “negotiations” from the Senate and House on February 15.
